Crime Central - Rockcrest Apartments (formerly named Wilson
Commons) was the scene of a murder suicide.  Domestic Violence,
Drug Charges and other petty crimes make this a crime magnet on
Loveland's Westside.  Many residents (including the murderer)
were from other parts of the country before moving into Loveland's
"Affordable Housing" units.  The Loveland Housing Authority does
not discriminate against non-Loveland residents from obtaining city
taxpayer subsidized housing in Loveland..

Loveland- March 2008

Brisben's Waterford Apartments is an "affordable housing" development that used
low-interest publicly backed bonds to fund construction in exchange for agreeing to
keep rents low.  This project was the brainchild of now State House Representative Don
Marostica (State House District 51) who bought the property at a low-price when it
was zoned as a flood area by the city.  See original story under the biography of
Don
Marostica from 2006.

Using his influence in Loveland city hall as a Councliman, Marostica up zoned the
property, created the Waterford affordable housing project and sold the subdivided land
to a national builder out of Ohio called Brisben to build with subsidized loans.  A later
phase of the project bankrupted and was never completed once Rep. Marostica sold his
interest and was no longer involved.

A former tenant has posted a review on ApartmentRatings.com (a national website)
complaining about the tenants and comparing the complex to a GHETTO  Not
surprisingly, the owners (who by agreement cannot raise rents on many of the units)
apparently are inattentive to the property and failing to manage the residents and their
bad habits.  Limiting the rent that can be charged means the owners can only improve
their bottom line by reducing their costs which make the complex undesirable.

The large number of HUD (Housing and Urban Development) aided tenants in Loveland
combined with too much government subsidized housing could spell trouble for the
community in the future.  Evidence of the problem has already emerged with the
consistently higher than average vacancy rates in apartments in Loveland as renters seek
more desirable communities to live in.  In addition, the surge in calls to the police
department in 2007 was likely the result of more troubled families moving to Loveland
to take advantage of city sponsored subsidized housing projects called "affordable"
housing.
