Is Council Ward 3 Decided?

Not according to Larimer County Clerk’s Elections office.  The final tally of votes will not be
announced until November 14th when all provisional ballots have been opened and counted.  Kent Solt
beat incumbent Councilman Steve Dozier by only 24 votes so the numbers can still change depending on
how many provisional ballots remain to be counted from Loveland’s Ward 3.

The term “provisionalâ€� refers to ballots the County has received but not yet counted.  This could
be due to a questionable signature on the envelope, method of delivery or other question that means the
ballot was put aside and not yet counted.  Between now and November 14, the Larimer County
employees will determine if the signatures are valid and whether to toss or count these questionable
ballots.  The Clerk Recorders office informed LovelandPolitics that the exact number of the provisional
ballots from Loveland is not yet known.

According to state statute a recount of all the ballots will be necessary if the final numbers fall at or below
½ of 1% of the total number of ballots cast for Ward 3’s council seat.  Since 2,012 ballots were
cast for both candidates, ½ of 1% is only a difference in 10 votes.  Currently, Solt has beat Dozier
(50% to 49%) and the difference between them is only 24 votes.  If only10 more provisional ballots go
to Steve Dozier instead of Solt, that would trigger a statutory recount of the vote which may also change
the result of the election.

The County Clerk and Recorder has until November 14, 2007 to make the final determination who will
serve as Loveland’s City Councilman from Ward 3 for the next four years.

According to Larimer County, Steve Dozier has not yet formally requested a recount but appears instead
to be waiting for the provisional ballot count before making his decision of whether or not he will demand
a recount of the ballots.
