Loveland’s Girls and Boys Club received $350,000 more from the city than they
requested at the July 17, Loveland City Council meeting.
The money is part of $3 million they are raising from various sources to begin
operating from their own facility by building a dedicated structure. The request for
$500,000 was rebutted at first by Councilman David Clark who serves as the
Council liaison to the human resources advisory committee for the Council.
According to Clark, the City of Loveland provides $400,000 per year for human
services in the budget and he and the committee reviewed more than 50 requests for
grants from various service and non-profit organizations. Clark stated, “How do
we single out one organization and say you are better than everyone else.� He
complained the request was being made outside the regular budgetary process.
Clark also stated that past City Councils have insisted on non-profits funneling their
funding requests through the established review committee so that, “requests could
be balanced and weighed� against each other and the total budget for such funding
considered as part of the process. He cautioned the Council that acting on this ad-
hoc petition for funds could result in opening the flood gates to other requests in the
future by equally deserving organizations.
Clark argued that other organizations had been discouraged by the Humane Resource
Director, Darcy McClure, not to try applying directly to the City Council but instead
use the established process for requesting support for non-profit organizations. The
City Manager, Don Williams, was quick to interrupt “I hope that Darcy would
never say don’t go to Council.�
Later in the meeting Councilwoman Jan Brown and Mayor Larry Walsh spoke in
favor of the request and the Mayor said he would “challenge� the City Council
to double the figure requested to $1 million.
City Councilman Daryle Klassen spoke about his reasons for not supporting the
request because of those “lucid comments� provided by Councilman Clark.
Councilman Skowron asked the Mayor to amend his request to reflect the amount
actually needed to complete the building ($850,000). During Councilman Klassenâ
€™s comments Brown interrupted several times. After the third quip, Klassen
stopped speaking and sarcastically offered Brown his microphone in case she needed
to speak.
Ironically, the $850,000 contribution to the Boys & Girls Club building did pass the
Council on a 7-1 vote with Klassen voting no. The articulate opposition by Clark
against funding the out of sequence request apparently convinced Klassen but Clark
went ahead and voted for the request. Mayor Pro Tem Pielin was absent from the
meeting.
