Council approved changes to zoning restrictions on land along the I-25 corridor.  City staff presented the changes
approved by the Planning Commission as “higher quality� but doubled the sign height allowance from 10 feet to
20 feet.  They did eliminate the 30 foot pole sign exception but opened the door for unsightly billboards with two
support poles by allowing for the 20 foot high signage..

The staff presentation focused primarily on applauding Loveland for attracting higher quality developments along the I-
25 corridor comparable to other cities.  This point seemed to be contradicted by arguments that the sign height
requirements needed to be relaxed to make it consistent with other cities along the I-25.

Walt Skowron stated, “I’ve always had a problem with height standards� in the introduction to some probing
questions regarding inconsistent sign and building heights in Loveland.  Gene Pielin, Mayor Pro Tem,  was heard
through his microphone saying to the person next to him, “that is because he’s so short,â€�  Skoworn either
didn’t hear the comment or chose to ignore the demeaning and personal jab.

Councilman Klassen asked, “Once again I am very puzzled by what I am looking at….how do we enforce standards
outside our city or get Johnstown to enforce them?�

John Duval, City Attorney, responded “neither and neither.� To which Klassen responded, “this document is a
wish list since these properties are not in the city or how do we get another city to enforce them.�

Staff responded that some undeveloped properties included are in the city while others may be annexed in the near
future into Johnstown.
