Above are two phone messages left by Drake resident Bobby Allen for Larimer County Commissioner
Tom Donnelly.  These messages are among the evidence presented by Larimer County in court seeking
an emergency restraining order.

After the 1976 Big Thomson flood, a number of parcels of land acquired by FEMA (Federal Emergency
Management Administration) were deeded to the county and zoned flood zones where new buildings
could not be built.

Roberta Allen and her husband purchased a 21 acre parcel of land adjacent to one of the county owned
parcels acquired by FEMA after the flood.  Allen apparently wants the county to give here the adjacent
property because she feels the open public use of the property by fishermen constitutes a threat to her
daughter to whom she already deeded her land according to county records.

Donnelly, along with his colleagues, have determined the flood parcels that sit between Highway 34 and
the Big Thompson River should be made accessible to the public for fishing as that land is owned by the
public and was acquired using public funds.

Larimer County obtained a restraining order against Allen.
